Prosecutors in Northern California said Wednesday they were waiting for a police report before deciding whether to file drunken-driving charges against Green Bay Packers tight end Spencer Havner. The 27-year-old Havner was arrested for suspicion of drunken driving Monday after he lost control of his motorcycle on private property and crashed about 2:45 a.m.

Free agent safety Sean Jones has agreed to a two-year contract with the Tampa Bay Buccaneers. The team announced the deal Wednesday. Jones played for Philadelphia last season after spending the first five years of his career with the Cleveland Browns. He started nine games with the Eagles, finishing with 72 tackles, one sack and two interceptions.

The Carolina Panthers will have at least one starting defensive lineman returning next season after agreeing on a three-year deal with defensive end Tyler Brayton. Agent Tom Mills says the 30-year-old Brayton visited Seattle and had conversations with Oakland and Jacksonville, but is happy to return to Carolina.

Quarterback Jake Delhomme completed his visit to Cleveland last week and drove to the airport for a flight to New Orleans. He never made it. Travel delays forced Delhomme to return to Charlotte, N.C., where he chose to sign with the Browns without visiting his hometown Saints. The chance to start was more important than being a backup in his home state.

Free-agent guard Richie Incognito has agreed to a one-year contract with the Miami Dolphins, a person familiar with the negotiations says. The person confirmed the deal to The Associated Press on condition of anonymity Wednesday because the Dolphins had yet to announce an agreement. The Dolphins will be the third NFL team since December for Incognito.

Shawn Andrews' star-crossed career in Philadelphia is over. The Eagles released the former All-Pro right guard on Wednesday in a move that was expected. Andrews, who missed the 2008 training camp because of depression, has played in just two games over the past two years because of back injuries. NFL owners will vote next week whether to allow each team a possession in overtime in the playoffs if the team winning the OT coin toss kicks a field goal on the first series. Previously, the game would end whenever either side scores, as happened in the NFC championship game in January, with New Orleans beating Minnesota on Garrett Hartley's kick.

New Orleans Saints head coach Sean Payton and his wife have sued the team's former long snapper over a $144,000 investment tied to a now-defunct movie studio. The federal suit filed Monday by Payton and his wife, Elizabeth, is similar to one filed recently by Saints tight end Jeremy Shockey and former defensive lineman Charles Grant against Kevin Houser, now with the Seattle Seahwaks.

Quarterback Rex Grossman has signed a free-agent contract with the Washington Redskins. Grossman spent last season with the Houston Texans, working with new Redskins offensive coordinator Kyle Shanahan. The 29-year-old Grossman played the previous six seasons with the Chicago Bears, leading them to the Super Bowl after the 2006 season.

LaDainian Tomlinson is bolting for the Big Apple. Tomlinson's agent, Tom Condon, said Sunday that the New York Jets signed the former Chargers running back to a two-year contract. The Jets confirmed that they have agreed to a deal, adding the aging star to the NFL's top-ranked rushing offense last season.

Veteran Green Bay Packers right tackle Mark Tauscher has agreed to terms on a multiyear contract that will bring him back to the team, his agent said Sunday. Agent Neil Cornrich said the deal will allow Tauscher, who went to the University of Wisconsin, to play his entire football career in his home state.

The Oakland Raiders bolstered their pass rush Sunday by acquiring former first-round pick Kamerion Wimbley from the Cleveland Browns for an undisclosed draft pick. Oakland senior executive John Herrera confirmed the deal, saying Oakland gave up a pick it had acquired in a previous deal. The Raiders had acquired a third-round pick from New England last summer in a deal for Derrick Burgess.

Brady Quinn will get a chance to start over in Denver. Whether he'll get to start is up in the air. The Broncos acquired the former first-round draft pick from the Cleveland Browns for fullback Peyton Hillis, a 2011 sixth-round draft pick and a conditional pick in 2012. The teams announced the trade Sunday and said the deal is pending physicals.

Jets coach Rex Ryan underwent a weight-loss procedure Saturday to help him fight obesity. The husky Ryan had lap-band surgery at NYU Medical Center, and was relaxing at his home in New Jersey on Saturday night, team spokesman Bruce Speight told The Associated Press. Speight said Ryan also had a hernia repaired.

It's a toss up whether the Jets or Giants will open the new Meadowlands Stadium. The Jets announced on their Web site Saturday night that they will flip a coin with the Giants to determine which team will host the first regular-season game at their new 82,500-seat, $1.6 billion stadium this season.

The NFL and its players union are bickering again, this time over benefits for the league's retired players. Commissioner Roger Goodell said in a letter posted on the league's labor Web site Saturday that the NFL is committed to its former players, and that no new collective bargaining agreement will be made without improving things for them.

Free agent center Kevin Mawae was unanimously re-elected as president of the NFL Players Association during the union's board of player representatives meeting Saturday. Mawae, an eight-time Pro Bowl selection, will serve his second straight two-year term beginning this season after the voting was announced in Maui with more than 100 players in attendance.

The Seattle Seahawks have finally stepped into the free agent marketplace, agreeing to terms with tight end Chris Baker. A team spokesman confirmed a deal had been agreed to on Saturday, although the team did not release terms of the contract. Baker spent last season as a backup in New England, but previously was a starter for the New York Jets.

Not content with just one aging, opinionated running back, the Washington Redskins added a second one Friday night when they signed Larry Johnson to a three-year, incentive-laden contract. Johnson agreed to a deal with a base value of $3.5 million, but he could make as much as $12 million if he meets certain incentives.
